Subject: The smoking gun that can't be ignored by MG Nadeau

This inaccurate and bogus technical data was approved by the Chief Chemist at DSCR and forwarded to ARDEC/RDECOM for action as a complete technical data package (TDP) and/or a complete source approval package (SAP) without regard for the source selection process guidelines as per the solicitations that spells out the requirements for alternatives or substitute products.

ARDEC immediately rubber stamped this TDP without checking to see if this "couple hundred dollars" worth of 4-5 year old testing (on another product cited too!) is properly dated and the information is complete. Any idiot can see that this information does not qualify as a source approval package (SAP) and/or a Technical Data Package per a government solicitation.

As predicted, General Roger A. Nadeau cancelled the NSN's for the substitute product that he just gave our NSN's too in record time so four contracts calling for MILITEC-1 weapons lubricant could be diverted to a company of their choice with a product labeled General Purpose Lubricant (GPL). It does not mention weapons on the (GPL) bottle, but it contains our NSN's and was ever used by troops before. The two products are different formula's as the MSDS's reveal. This is reckless and inexcusable behavior by the folks at Picatinny Arsenal NJ and RDECOM.

Why would the General approve an alternative to MILITEC-1 and then cancel its NSN's the following year? Plus this NSN is in constant and high demand by our troops through DSCR. Who would cancel NSN's that our troops are ordering off of ever day from Iraq and Afghanistan?

MG Nadeau then publicly mentions in a recent press release " to clean your weapon up to eight times a day" and then cited two CLP products by their commercial names to be used by the Army as the only approved two products for weapons in a desert environment. Nice commercial plug for your friends, Roger, but bad advice for our troops.

These documents at a minimum prove program fraud and it also prevented our troops from receiving the exact product they ordered, and forced them to use a wet CLP that causes weapons to jam because of a thing called sand that glues itself to wet oil that RDECOM still can't figure out - wet oil and sand do mix - in the actions- causing stoppages.

If the General was not afraid of open and honest competition taking over at RDECOM, he might ask the troops if his CLP is the best choice for a desert environment and would investigate tens of thousands of emails from our troops in theater that state just the opposite view of the General and his team.

This all boils down to who do you believe is telling the truth, our troops in combat that email us everyday, or MG Nadeau and his civilian team members who consider troops' email opinions (from combat) concerning his CLP's miserable failures in combat as only anecdotal. UNBELIEVABLE. I cannot respect a General that places his civilian team's position above the needs of our troops calling out for a dry lubricant so their weapons will work.

When the government fails to provide the proper oversight, waste, fraud and abuse will rise to such a degree, that the system cannot police itself any longer, which allows for this type of misconduct to go on without a proper investigation into a very basic and uncomplicated matter of - do you carry a dry weapon in the desert that does not have to be cleaned and is dry lubed for thousands of rounds (just wiped down with a dry rag at the end of the day), or do you carry a wet weapon that must be clean between 4-8 times a day, or it will jam because of a thing called sand that the General is unaware of because his tests use silica mesh flour and not real sand for weapons testing. This is yet another example of their incompetence at RDECOM and ARDEC.

Please lobby congress as aggressively as possible for the immediate ouster of MG. Nadeau before more lives are lost due to jammed weapons clogged with sand, and not silica mesh 140 grade flour as the General uses for his simulated testing which proves his CLP is the best on the market.
