I am forwarding you the "OFFICIAL TACOM-ARDEC SWAT REPORT" that was released to The National Infantry Association based on our paid advertising with the Bugler Magazine. I have repeatedly asked COL Nurnberg NIA Executive Director for a finish or final swat report. He said this is the final swat report and "this is all they have". I pasted 11 points below from a document that was hand delivered to the DoD IG's Chief of Staff concerning COL Smith's behavior and his influence on a commercial magazine. Why would TACOM-ARDEC's SWAT Report contain a mention to MILITEC EDITORIAL in the properties section of a government report?
The other problem we have is the Silica Flour (weapons performance) "litmus test" that I emailed you and Lew about on Monday and Wednesday. You know, and Lew knows, this was NEVER agreed to in advance of real world testing. This was always the "Bone Of Contention" with me moving forward with your group. NO SECRET.
I was hoping to hear back from one of you by now. Perhaps you both have been out of the office and have not checked email. I hope that's the case. We will call your offices today to learn whether or not you are checking your mail.
I am not going to sit idly by and watch History Repeat Itself with TACOM-ARDEC going out of their way to damage our good reputation and get away with it.
Next week, so help me God, I will use the full force of the law, politics and all other legal means to put people in jail and get them fired if this simple situation is not rectified at once. I have had it with your corrupt labs that are hurting our troops (and their families) by directing them to use a product that does NOT WORK PROPERLY IN THE DESERT.
Please use some common sense here and do what is right!

2. June, 2003: Upon seeing the PEO Soldier report, TACOM/ARDEC decided to conduct their own study, the PMSW SWAT Report 6-03 dated 31JUL03. Predictably, this report supports MilSpec CLP by contradicting the PEO Soldier report. It concludes that “elbow grease” is the best lubricant.
3. August 21, 2003: Using their SWAT report as justification, TACOM/ARDEC advised DSCR to stop filling Army requisitions for MILITEC-1. Our competitors were not affected by TACOM/ARDEC.
4. October 14, 2003: the Army directed DSCR to process all orders for MILITEC-1.
5. AMC requested samples of MILITEC-1 for desert lubricant testing at APG be delivered by January 30, 2004. This new round of testing was supposed to simulate SW Asia environments. However, it has evidently been delayed. Two weeks ago, Greg Davies at APG said the delay in testing was due to "which weapons" should be used for this new test. APG discounts the Lessons Learned reports from Iraq and Afghanistan. APG’s new desert lubricant testing in Maryland will not correlate to conditions in SW Asia.
6. January 2004: Militec, Inc. was contacted by SouthComm, publishers of the National Infantry Association magazine “The Infantry Bugler.” They asked if we would like to advertise as their next issue contained a reprint of the Operation Iraqi Freedom PEO Soldier Lessons Learned report cited above. We paid for a half-page ad since the official and publicly released report mentions MILITEC-1.
7. March 2004: We received our copy of “The Infantry Bugler” Not only was MILITEC-1 not mentioned, the entire section of the PEO Soldier report concerning weapons lubricants had been edited out.
8. March 15, 2004: Colonel Nurnberg of the Infantry Association agreed to run an apology in their May issue that would state in part, "I inadvertently cut the part concerning one of our prime supporters and advertisers, MILITEC-1." Note the word “inadvertently.”
9. March 2004: Colonel Nurnberg called Brad Giordani at home and revealed that Colonel Michael Smith of TACOM/ARDEC had instructed them not to print the 15 MAY 03 PEO Soldier Lessons Learned as is. Smith said that the Bugler must include excerpts from TACOM’s 31JUL03 SWAT report to provide “added insight” and that MILITEC-1 must not be mentioned. Thus, Nurnberg’s editing was not inadvertent. It was done on purpose and by the direction of Col. Smith and his group at Picatinny.
10. April 9, 2004: Militec, Inc. received a copy of TACOM’s 31JUL03 SWAT report. We were interested to note that Col. Michael Smith, ARDEC, is listed as the author in the WORD document file: properties section. Several other things were interesting about this report. First, also in the file: properties section under “custom”, it says “Email Subject: MILITEC-1 Editorial.” Why would a report from ARDEC have this in it? Second, the document has been revised from the original. We know this because someone left all of the revisions intact. The original document is dated 31 July, 2003, but the revisions were done August 5, 2003, and the file itself is dated September 10, 2003.
11. Notwithstanding all the MILITEC-1 orders cancelled at TACOM/ARDEC’s ill-conceived direction, and in spite of the improper influence Colonel Smith and his group at Picatinny Arsenal placed on a private commercial magazine publication, Militec, Inc. has still managed to receive close to a million dollars in military orders during 2004. We also have received close to a thousand thank you messages from our troops and their loved ones.
