Dear Mr. Davies,

Thank you for your phone call within the last hour. Russ just called you back and left a message on your service.

Our office manager, Liz Gray, informed us that you wanted to know if we were going to participate in your program. She stated further that you wanted to know if we were working on the agreement that you emailed to us recently.

Here is the situation. We have been requesting clarification on the testing program for the new desert lubricant requirement. You were copied again on a message today concerning issues we have with your program that require clarification from you. Once we have the clarification from you that is fair and addresses our concerns we will promptly sign and transmit your agreement.

Your agreement states: "The Army desires to obtain, at no cost, weapon lubricant samples that may improve small arms weapon performance when operating in sand, dust, and/or desert environments. This Agreement is based on Supplier’s affirmative response to the Government’s posted announcement No. W911QX-04-GLD-02, the technical requirements and terms of which are referenced and incorporated in this Agreement".

We cannot accept the affirmative response language contained in your agreement until our questions are fully and fairly answered.

Please let me know what you can do to help us so we can support your testing program and contract language.
