Dear Lew,

This is a follow up concerning several of our phone conversations last October.

1. Under who's authority blocked our National Stock Numbers (NSN's) last March and cancelled over $100,000.00 in emergency war orders?.

2. Who had the authority to cancel the Under Secretary of Defense directive contained below? This was in full effect for 8 years.

When I asked you the same questions last October, you said you did not know how this could have happened and were looking into this.

Please recall, several of our competitors that did not meet MilSpec Requirements did not have orders cancelled and did not have their National Stock Numbers (NSN's) blocked. One competitor was awarded a "Gold Medal" (two years in a row) by Defense Supply Center Richmond (DSCR).

Thank you for your help in understanding how this could have happened to us.

Dear Congressman Laughlin:

Thank you for your letter of May 18, 1995, to Secretary Perry concerning MILITEC-l. I am pleased to inform you that the Defense Logistics Agency is in the process of establishing two new National Stock Numbers for the one ounce and four ounce containers of MILITEC-l, for weapons grade and machine shop applications respectively. These two products will be made available to all activities within the Federal Government. The Defense Logistics Agency will advise MILITEC of the National Stock Number assignments when they occur.

Thanks for your e-mail. I'm forwarding your request to Mr Schexnayder for consideration and action. As you know RDECOM has been given responsibility for (1) the study on weapons lubricants and (2) action on Militec requests. The Commander RDECOM has designated Mr Schexnayder as the executive responsible to address both (1) and (2) .This arrangement will help ensure our efforts [ in (1) and (2) ] effectively use our resources , and that your requests are properly and timely considered.
