I need to correct some misimpressions you've made in the presentations below and to clarify a point I made yesterday. First, while you put on display a copy of the email to me that you dated September 2, you did not include my reply email to you sent out on the morning of September 3 stating clearly that I would not be able to respond to that entire list of questions because you did not actually send the email to me until the morning of September 3, just hours before our scheduled meeting. Also, with respect to your statement that "No one can override Picatinny's authority," you continue to misunderstand what we tried to explain to you and Russ yesterday. What I told you repeatedly was that on questions involving engineering issues, DSCR had to rely on the authority of Picatinny and ARDEC as the engineering activities. I cannot comment on who has the authority to override Picatinny's decisions, that is an issue with Picatinny. I also explained to you that DSCR does not have engineering authority in this area and thus has to rely on the engineering support activities for decisions in that arena. Also, to clarify the point about all orders being blocked. As I explained yesterday, the NSNs are blocked in the system. If a requisitioner inputs a requisition, the system will reject it because the NSN is blocked. Right now the system does not distinguish between requisitioners. I also told you that if a particular requisitioner (in the context of your question concerning law enforcement, specifically the Secret Service, or a "Homeland Security" user) called in a request, that we could address those requisitions individually. Again, we would have to approach the engineering support activity for their input.

With respect to combat units using motor oil as lubricants, I told you that units were using a number of various lubricants, including motor oil, MILITEC-1, and other commercial products. While there are advocates for each product, there likewise are critics who will tell you they tried one of the non-CLP products and found it did not work.

Hi Jim,

Some useful information resulted in our meeting with DSCR, the most important being, Picatinny was responsible for canceling MILITEC-1 war orders. Picatinny's actions (again) resulted in the blocking of all government orders, including all Military activities. Homeland Security orders will also be cancelled. DSCR's computer system cannot differentiate between Military and federal law enforcement requisitions, so all orders will be cancelled.

On the 21st of August, Picatinny (TACOM/ARDEC) sent out a new email message to Ernst Jeniolionis @ DSCR instructing him to cancel all MILITEC-1 orders.Priority High. Gil Perkins gave us a sanitized copy. Please review it @ http://www.militec-1.com/mildocs/GilPerkins2.html

We were told by Gil Perkins, CLP is the only lubricant that can be ordered by DSCR for our troops. If Picatinny hasn't approved a product (lubricant) DSCR cannot purchase. What this also means, none of our previous Military approvals, including the 1995 DLA approval has any effect.

Gil Perkins said he would have answers to some of our questions by the end of next week.
