The following was learned from our meeting on September 3, 2003 with DSCR Officials:

• The Engineering Support Activity (ESA) for DSCR is Picatinny Army Arsenal, N.J.
  
  
• MILITEC-1 orders from all Military activities are blocked, including Federal Law Enforcement Agencies.
  
  
• All competitive products are blocked that don’t have Picatinny's approval. CLP is the only approved product.
  
  
• Picatinny told DSCR to cancel our war orders last March and future orders.
  
  
• No one can override Picatinny's authority.
  
  
• Some combat units are using motor oil to lubricate their weapons
