Subject: DLA Update

I was called this morning by Ernie Genelonis (phonetic?). I was told yesterday that he might be of some help in understanding why our orders had been stopped. Wendy Johnson, the supervisor of the buyers I was working through is the one who gave me his name. Wendy works for Patricia McCarty (again phonetic) with whom I have not spoken. The buyers of the 6850 and 9150 areas with whom I have been working are Dana Spiers, Star Mason and Norma Hinant. Genelonis was the one who held the meeting with all these people to put out the stop order on MILITEC-1 purchases for DOD. He says that the NSNs are "blocked" for DOD and only good for other departments/agencies, i.e.: DOT, INS and Homeland Defense elements. He says that the failure of MILITEC-1 to pass the final ARDEC directed tests for corrosion resistance means that no one in DOD can buy it. The fact that this is a 20 year old Post-Viet Nam era standard that ignores modern weapons maintenance philosophy is, to him, beside the point. The Mil-Spec is the Mil Spec is the Mil Spec is all they have to say and extensive field testing in Kuwait by all three BCTs of the 3rd ID means nothing to them. Input at that level means nothing to them and the only way they say these troops can get our product is if an "authorizing agency" like ARDEC comes back to them and says MILITEC-1 is acceptable and meets their standard. All talks of "best value" and "off the shelf technologies" means nothing under these circumstances. His only comment about troop testing over the last couple years by units in Kuwait is that it means nothing because it wasn't done under a formal test protocol out of somebody like ARDEC and he hopes that "no body gets killed" using our stuff. My response was that they went to our product because the issue lube just didn't work in these circumstances. He holds to his position that without Picatinny or "somebody" approving MILITEC-1 all sales over the last ten years to DLA were a "mistake". He says they are putting out to the world that DOD usage of MILITEC-1 is not authorized and no further purchase orders will be honored. Everbody knows better than the users. Three Brigade Commanders in the 3rd and the Division folks themselves just don't know what's good for them. The arrogance of this position on his part is the hardest of all of this for me to take. His number for follow-up is 1-804-279-4257. Let me know if you need anything else. Maybe something from XXX on site in Iraq?
