Dear Mr. Lacey:

This is in response to your letter dated March 13, 1996 concerning the characterization of metal conditioner such as MILITEC-1.

In order to conduct a realistic product evaluation, data applicable to MILITEC-1 should be as definitive as possible. For example, your letter states that MILITEC-1 will allow the weapon to function in "extremes of heat and cold as well as in humid conditions". Would your technical people be able to provide limits for such performance characteristics? What is the cold temperature limit for applying MILITEC-1? What are the humidity levels and time exposure limits under which you would expect MILITEC-1 to perform? If ASTM test coupons are used, are there surface preparation requirements that will insure the proper application of MILITEC-1? This and similar technical detail will assist in our attempts to characterize MILITEC-1 and distinguish it from similar but non-conforming products. Such characterization would also be the basis for composing an effective performance specification.

U. S. Army ARDEC is looking forward to the initiation of this product evaluation project and working with MILITEC to achieve a fully effective performance specification.
