If you can better describe our performance requirements for cleaning, lubricating and preserving weapons and weapon systems based on technical grounds using standard industry norms and practices, it will be given due consideration for inclusion. In closing, one of the Army's primary objectives is to place the best technology into the hands of soldiers in the shortest amount of time possible. To that end, the Army has recently established the Research, Development and Engineering Command (RDECOM), under the command of Major General John C. Doesburg, with headquarters at Aberdeen Proving Ground, MD. RDECOM combines and synergizes the functions of the Army's Research Labs and Engineering Centers, including ARDEC and TARDEC, which were formerly under TACOM. The responsibility of this new organization is to identify and exploit any leap-ahead advances in military systems enabled by new and emerging technologies, including fuels and lubricants. Specifically, ARDEC is responsible for the CLP requirement, which means, in essence, that they are the Army's "Consumer Reports" activity. In 1990 ARDEC fairly evaluated MILITEC-1 against the QPL specification for CLP, and MILITEC-1 failed the preservation portion of the test. In 1996, ARDEC again evaluated MILITEC-1 in an attempt to characterize it as a metal conditioner (with the objective of developing a performance specification), but abandoned the effort when it was unable to demonstrate adequate corrosion protection characteristics.

We believe that both of the above options afford another fair and reasonable opportunity for Militec to prove or improve its product. But regardless of the options you choose, if any, we will not consider or respond to any future Militec correspondence if it contains more claims or marketing testimonials masquerading as a "serious" proposal.
