Dear General Thompson,

We are very grateful to have this opportunity to present technical information on our product, MILITEC-1 Synthetic Metal Conditioner, and propose test procedures that show its value for field use in most weapon systems from small arms to tank guns. We propose that qualification standards be determined for products that provide the performance benefits, reliability, and safety of use demonstrated by MILITEC-1. We hope that this document will support that effort.

MILITEC-l has been in the Federal Supply System since 1993. Additional NSN's were granted by the Defense Logistics Agency in 1995.

MILITEC-1 is the standard weapons lubricant by most federal agencies, and has been subjected to extensive special operations use in Afghanistan, Kuwait and Iraq, both by military activities and through the State Departments' exclusive use of MILITEC-1, worldwide, including all U.S. Embassies. Furthermore, the U.S. Secret Service is on record saying, "MILITEC-1 repels water..." and has mandated the use of MILITEC-l since, 1992.

This opportunity has been precipitated, in part, by the way MILITEC-1 performed for our U.S. troops during live fire exercises held last summer in Kuwait, during 140 degree temperatures and the recent wave of rush orders by our deployed forces. In spite of the very difficult environmental conditions encountered, weapons treated with MILITEC-1 performed reliably while those treated with MilSpec CLP weapons oil did not. In fact, there have been serious accidents due to MilSpec CLP Lubricants.

We feel that performance and reliability are the critical factors that should drive any testing. We want to focus on the application, technical and our proven federal record of safety and reliability.

MilSpec CLP 63460D specifies conformance testing using laboratory test standards. Unfortunately, laboratory conformance testing of performance products do not necessarily correlate well to field conditions, particularly when those tests are expected to indicate how a product will perform in the dynamic, high-stress environment encountered by a combat soldier. In specific regard to MILITEC-1, all federal law enforcement agencies and military units, over a 15-year history of field experience, have repeatedly reported to us and to others in writing that MILITEC-l effectively prevents both corrosion and jamming - field experience that directly contradicts the conclusions drawn from laboratory conformance testing performed by ARDEC personnel. In contrast, those same activities found that MilSpec CLP applied to weapons results in corrosion in field use, and causes weapons to
