Dear Mr. Powell:

We have received your letter dated October 28, 1996, with enclosures. As we communicated previously, MILITEC-l is a performance product that is designed to function in the actual operation of weapons. Agencies of the federal government, such as Secret Service and Drug Enforcement Administration, as well as agencies of state and local law enforcement, that mandate the use of MILITEC-l, have determined that only MILITEC-l provides virtually flawless performance and protection under field conditions.

Laboratory testing of a performance product does not correlate to field conditions. That is why the Marine Corps, in its correspondence to your activity of March, 1996, defined its interest in MILITEC-l specifically as to the product's ability to perform "in real world weapon applications." The Marine Corps also expressed its need to know the combat-environment performance of MILITEC-l "in comparison with the currently approved [CLP]."

We know that military units currently employing MILITEC-l for weapons maintenance report excellent results in field use, and consistently state their strong preference for it over other products, including CLP. In addition, several manufacturers now recommend against maintaining their weapons with CLP.

The data in your enclosure appear to be the results of laboratory testing designed to measure laboratory conformance to CLP technical specifications; this is contrary to the new policies expressed in the Federal Streamlining Acquisition Act that require performance testing. Such data are not an accurate measure of MILITEC-l, and it is difficult for us to interpret those data properly. Furthermore, we have twice now learned the results of your tests after the fact, even though we had previously been invited to participate in the testing by General Boddie and others.
