Dear Admiral McGrail,

Following our telephone conversation of 25 September, much thought has been given to the subject of our discussion at that time, as well as reviewing and assessing again the status of our continuing efforts to gain greater support from the Navy technical community. Support, hopefully at least to the extent of providing an unbiased objective evaluation of Militec-1's operationally demonstrated capabilities. Which, from the outset, is really all that Militec sought then, and continues to strive for. We want Militec-1 to stand on its own proven merits. However to date, despite fair and objective consideration having been initiated by responsible officials within the Navy on at least two known occasions, such really has not yet to our knowledge been completed, or even seriously undertaken and pursued. All efforts in this regard have seemed to come to naught when they reach the NAVSEA technical desk (SEA 05M), regardless of arriving there in whatever form, from either above or below. Unfortunately, we do not know exactly why. But, I am going to be both frank and candid in my following remarks and thoughts.

As you know, we continue to receive accolades extolling the clear and well documented benefits observed from the use of Militec-1. These favorable comments run the spectrum from personal anecdotal testimonials from individuals who have used the product, such as yourself, and extending to solid test data and controlled engineering test results from the likes of the New York Institute of Technology (SAE-Engineering Society for Advanced Mobility Land, Sea, Air and Space) and the Slutter Engineering Corporation. All of this information that is appropriate has been, and is continuing to be forwarded to NAVSEA (SEA 05M) people to buttress our case. However, we remain singularly unsuccessful in overcoming what appears to be an increasingly difficult and firmly rooted not-invented-here syndrome. But, what is most troublesome to me, Admiral, is the clear indication that much information provided to SEA 05M appears often to be manipulated, altered, or even ignored in their presentations and responses to external entities inquiring about Militec-1. Instances of this are many, only a few of which are identified herein.

These continuing misrepresentations of the Militec product by the SEA 05M technical community extend, in our view, to purposefully maligning a product without basis, intentionally misleading interested Navy and other officials, and for all intent
