Dear Colonel Leavitt:
I have received a letter from the Office of the Inspector General, signed by LTC John R. Brower, USA. This letter is the response to our complaint concerning the recent conduct of Mr. Maurice Lapera, of the Mobility Technology Center at Fort Belvoir, and to our contention that his conduct was prejudicial action taken against this company in reprisal for our initiating an Inspector General investigation of his behavior in 1994.
As the complainant, and as a former Army Inspector General, I am disappointed with this letter, not merely because it rejects the validity of our complaint, but because it ignores, by chance or by choice, important elements that are a part of the difficult predicament we face in dealing with the Army. LTC Brower cites matters that are part of the prior history of our contact with Mr. Lapera, but neglects to consider what we believe are critical, current factors in what we cite as improper behavior by him.
The essence of our complaint is that, after years of contention as to whether Army units should have access to MILITEC-1 - an access other federal activities have exercised successfully and repeatedly for years and after strong bi-partisan interest of Congress brought the attention of the Office of the Secretary of Defense to the issue, all parties involved reached an agreement, only later to be sabotaged by Mr. Lapera.
