Dear Mr. Lacy:

This letter responds to the correspondence received by the Department of Army Inspector General concerning MILITEC-1. We conducted a thorough inquiry into the allegations you presented. We discuss each allegation or issue below.

The allegation that Mr. Maurice Lapera, Chief, Fuels and Lubricants Technology Team, Mobility Technology Center, Fort Belvoir, abused his authority by improperly removing or prohibiting MILITEC-1 products from the Army Catalog and/or Army Master Data File (AMDF), in violation of AR 690-700, Chapter 751, was not substantiated. Evidence obtained by the inspector general verified that Mr. Lapera acted within his prescribed authority as outlined in AR 70-12, Fuels and Lubricants Standardization Policy for Equipment Design, Operation, and Logistic Support and the DoD Policy Guidelines for use of Aftermarket Fuel and Lubricant Additives and in DoD Policy Guidelines for use of Aftermarket Fuel and Lubricant Additives.. Policies and regulatory procedures outlined in these directives provided Mr. Lapera and his organization the authority to regulate the availability of petroleum based products within the Army. It should be noted that Mr. Lapera exercised this authority only when MILITEC-1 was marketed as an engine oil additive, and when MILITEC failed to provide test data as prescribed in Army directives.

As MILITEC changed its marketing venue from an engine oil
additive to a machine shop and weapon conditioner, Mr. Lapera relinquished regulatory cognizance of MILITEC-1. The Small Arms Team at the Army Research, Development, and Engineering Center, Picatinny Arsenal, is currently the cognizant authority and is in the process of characterizing a competitive performance specification for a weapons conditioner for use in dusty
