Dear Mr. Lacy:
This is in response to your January 30,1997, letter to Mr. Broome, concerning your allegation that an Army official improperly prevented Army personnel from ordering your product.
During our review of the documents you provided we noted your concerns were previously reviewed by Army officials, including the Inspector General. They informed you the official in question acted within his authority and that the Army would not authorize the use of your product before testing was completed. Our review did not disclose any basis to contest those assertions. We, therefore concluded, any further inquiry into this matter would not be warranted.
