Another incident is relevant. The Army Engineers at the Baltimore District recently were preparing to test MILITEC-l. Having read the experiences of commercial MILITEC-l users with similar equipment, and impressed with their own preliminary tests, the engineers were preparing to introduce MILITEC-l into an ongoing test (xxx) on one or two of several diesels being tested, during which crankcase oil was regularly being analyzed by an Army lab. Expecting the MILITEC-l to cause a sudden reduction in engine filings, and a general improvement in the condition of the crankase oil, the engineers gave the lab a "heads-up" that the MILITEC-l would likely cause these changes. Soon thereafter, the engineers were put on notice by officials at Ft. Belvoir that, if the engineers introduced MILITEC-l, and if a treated engine encountered any damage for any reason, the engineers would be held personally responsible. The engineers backed off.
